21 check solution

Congress, in their wisdom, passed a law recently. It was called the "Check 21 Act". It's a few pounds of paper that can put all but avid economists to sleep in under two minutes. It is also called the 21 check solution for reasons that no one understands. The long and the short of this 21 check solution is that check manufacturers are limited by law as to what they can and cannot include in the design of a check and that banks are not obliged to return your cancelled checks to you. All of this is a response to 9/11 they say. But the 21 check solution just seems to save banks the extra postage and handling necessary to return your financial documents to you. What you get instead is a small, scanned image of the front of your check. Missing is the back of your check which means that you don't have the foggiest idea if it was actually cashed or deposited by the person or company you made it out to.
